IR-EFA will operate national RI hubs in a collaborative environment. IR-EFA will provide complementary testing services unique in its kind, harmonized in terms of definitions, conventions, calibration approaches and data formats. This new approach will allow the user community to significantly reduce its effort to align, correct and compare data sets in between the individual facilities, as is common practice today. IR-EFA furthermore will provide testing services across the entire development chain, shortening time-to-market, relevant for the aeronautical community while developing the next generation of environmentally friendly aircraft in Europe.

Required upgrades of the existing RI landscape of the consortium members focus on capabilities and technology required to accurately measure (bio)fuel- and exhaust gas composition and noise emission at source under realistic operating conditions.

The RI is to include all facilities required for relevant aeronautical R&D with emphasis on the development of the next generation of (environmentally friendly) aircrafts in the fields of flow physics (low drag and low noise) and power generation and integration (energy efficiency and low emissions).

- New aircraft configuration wind tunnel testing (low noise acoustics, power integration, high speed efficiency);
- Hybrid / electric propulsion testing;
- In-flight testing of atmospheric and community impact.
The RI of the Netherlands hub is composed of the Large Low speed Facility (DNW-LLF wind tunnel) and NLR acoustic facilities (small scale wind tunnel, flow duct facility, measurement equipment, etc.).
The European aeronautics community has to ensure that the current Research Infrastructure, key to developing the next generation of environmentally friendly aircraft in Europe, will:
- open new frontiers in technology (scientific excellence)-
- and will be instrumental for the validation of new technologies (economic impact) with minor (low to none) impact on the community (socio impact).
